My computer didn't come with a vista cd?

I need to reformat my computer but the Windows Vista DVD wasn't included. I asked the store but they said I could restore from the hard drive, or I could buy a Vista or Windows 7 DVD. Is this correct? I can't seem to find the restore tools or whatsoever, the PC just locks up when booting.

When you bootup your PC, and your PC is provided with a restore tool and a restore partition, you would often see a quick message at the bottom of your screen. For example "Press F4 for restore", or something like that.
